I have the honour to report to Your Lordship that on September 25th I received a Note from Prince Ch'ing embodying two petitions which had been addressed to the Board of Commerce by Chinese residents in Hongkong complaining that they had suffered injustice in consequence of the decisions of the Supreme Court of Hongkong in two cases respecting the ownership of certain foreshore in Kowloon and the New Territory.

Prince Ch'ing requested me to ask the Governor of Hongkong to be good enough to enquire into these cases and to deal with them in an equitable manner.

I forwarded a translation of this Note to Sir Matthew Nathan with a request that I might be informed as to what answer His Excellency desired me to make to the Prince.
